I don’t know about too many but companies do use immigrant labour to undercut unionized construction workers.

It means usually shittier pay and more (needlessly) dangerous work for the immigrants and layoffs and fewer opportunities for the local workers.

That’s not to say the company, the bosses, taking away most of the profits and abusing the system or the people isn’t the bigger problem.
